He could declassify information he judges the public needs to know. He could sign worthwhile treaties the US hasn’t already joined. He could put more equipment bound for Ukraine on ships and get them sailing. He could organize a series of public health summits at the White House.

He could commute the sentences of federal prisoners on death row, for instance. He could fill vacancies, fire bad officials, replace them with worthy candidates whom Trump would have to dismiss. He could issue a series of reasoned executive orders recognizing limits on the powers of the presidency.

if street level drug distributors were given an opportunity to resolve criminal investigations with monetary payments—the same opportunity McKinsey had here—I imagine we’d raise significant state and local revenue but the tabloids and local news desks might not be too happy about it.
