Toward a proper IT funding approval process.
All levels of government have some sort of an oversight process for spending money. For big software projects, those are the very processes that result in the present high rate of failure.

One more tip: if you evacuate, put papers, photos, and electronics you leave behind in the dishwasher. (Disconnect water if that freaks you out.) They'll be safe if your home is flooded.
