Both the UK and Scot Govts declared a climate emergency in response to the surge of awareness and political pressure created by XR, but they have never acted as if it's an emergency. They protect corporate interests. McCarthy's focus seems to be about public behavioural change not Oil+Gas orgs.

– explaining risk
– making sense of uncertainty
– building public trust
