With storms increasing in intensity as climate change progresses, are there architecture designs that make it reflect intense winds? I feel those regions heavily affected by said storms should invest to adapt.

It does not matter to me what the shooters ideological motive was. Instead what matters is seeing the gathering of class consciousness forming after this event.
People of all backgrounds saw this and understood why it happened and why they don't care. It shows a limit being reached.
