So I came across this. This happened in January of this year . Apparently CowardICE has been quietly hiring BOUNTY HUNTERS. They're being paid $1000 to $1500 for each immigrant that they 'capture' (kidnap). This explains the lack of badges.

They can collect SSI, pension at 80% of salary,TSP( like a 401k ) at 6% match,Death Gratuity Payment-heirs get 1 year salary of their pay, $40,000 furniture allowance for home state office. $79 a day for meals.
