TL:DR it's the wealthiest who will shoulder the burden of paying for public services.
Distributional graph that shows impact of decisions on different deciles of population by income. It shows lower deciles getting high benefit-in-kind of public services and low tax burden whilst highest deciles shoulder the burden of tax, with a large difference for the top 10%.

Hugely enjoyed Wickeds 1 & 2 but MY GOD - for one of the most beloved musicals ever, the story is incredibly bleak. Essentially a satire, whose messages are: the masses are irredeemably stupid, acceptance of The Other is impossible and the triumph of Good over Evil can only be weak and compromised.
