DHS was a 1990s plan that was on ice because they couldn't get away with how fascist it was. None of this was really connected to 9/11, beyond 9/11 being the omni-excuse for unleashing the rapacious post-Cold War American id. There's a direct line from there to here. A beast feasting on everyone.
