I haven't researched this but IMO this is (often) true. If we think a maximum wave is, say, +10, then converting a few +12 districts into more +8 districts means more wave election targets.
That said, converting a few +20 districts into more +12 districts could yield more safe seats.

Let me add: in some cases there are football boosters who will chip in $$ to help fire a coach. Could they donate those funds to pay for scholarships while suffering with a (in their opinion) suboptimal coach? Yes. But why would they?
