According to @politico.com, Sen. Murphy is advocating for what I thought would be the baseline position of Senate Dems: no more funds unless Congress reclaims its spending authority.

Those fears are real. The House GOP is considering a 1000% increase in the endowment tax. So the "complying in advance" is an effort to hold onto their endowments and the status that come with them.
