Ford used the notwithstanding clause to pass it anyway.

We had an election with lowest voter turnout ever, of course.

A court ruled it unconstitutional.

Ford is still premier.

PM Trudeau should surprise everyone and table Ranked Ballot. Electoral reform was his first promise ever and it would be so important to so many people to have it fulfilled. It’s also highly executable with more or less only a ballot-based change, not a massive system overhaul like PR.
