(I actually understand about the "fun" places, but as long as it was justifiable to our mission, then the taxpayers could be assured of our fiduciary responsibility.

But we didn't have a policy, only a memo, so that led to problems with interpretation, etc.)

True story: at our bureau, conference requests could be denied—or require extra justification—if the event was held in a city or near a rez where you had relatives. And if the conference happened to be in a “fun” place, like Vegas or Orlando? Even more scrutiny. (Am a recently retired fed employee)
