I don't think it is, strikes me as a violation of Article III Section 14 of the Texas Constitution. Can't rely on provisions to compel the attendance of absent members if the member isn't absent

Last night I was helping my daughter study vocabulary for an economics quiz. For about half the terms I had to say, “This is now what the President thinks it means!” When we got to “trade balance” I was just do damn sad.
