No the whole first 5 seasons were filmed in SW BC, in and around Vancouver. The FBI building is the Academic Quadrangle (AQ) building at Simon Fraser University.

That's why they finally killed most of the Canadian cast in a season finale and started filming in California cause "Mulder" hated the weather here.

I see the FBI building almost every day.
