if gov green wants to extend the rail excise tax, i say consider adding a new excise to private vehicles. use the tax to make mass transit FREE!

in mass. we pay an annual excise on vehicles ($25 per $1,000 in market value) on top of municipal or state fees to "help" reduce vehicle use they say.
