I swear to god people need to stop relying on ChatGPT in place of their brains - this legal definition is related to the Government's ability to call a draft, it isn't a functional definition of a group of citizenry working toward - for example - unseating a government violating the constitution.

1. Congress abdicated oversight disciplinary powers and duties decades ago (even Dems said Obama had too much power)
