Francis of Assisi “gave up all his wealth” when founding the Franciscans. Bob Barron relies on an “anonymous” donor to start his.
Bishops starting their own orders, unless they come from one themselves, is an iffy proposition. They just don't know religious life, they don't get it, and often the thing they bring into existence creates more problems down the line.
