Public ratings of government performance have reached another new low in the latest IPSOS Issues Monitor survey. The government rating of 3.9 out of 10 is the lowest since the survey began in September 2017, and reflects about 45 percent of respondents giving between 0 and 3. Another 31 percent gave a rating of 4-6, while 23 percent gave 7-10, and 2 percent said they didn't know. The government previously dipped to 4.2 in the February survey, hovering around the same level in May and August. The Labour Party is rated as more capable of managing seven of the top eight concerns for New Zealanders. Labour leads National on the issues of inflation/cost of living, healthcare, the economy, housing, unemployment, and poverty/inequality. The National Party is considered more capable of handling only one issue: crime/law & order. This poll marks the first time since 2021 that Labour has been considered more able to handle the cost of living and the economy. The "Wrong track" sentiment consistently polled higher than the "Right Direction" sentiment across all months shown. The "Wrong track" opinion peaked at 62% in October 2023, just before a noted "Change in government". The "Right Direction" opinion reached its lowest point at 38% in October 2023. After the government change, the "Wrong track" percentage decreased from its peak, while the "Right Direction" percentage increased. Labour is seen as most capable of managing 9 out of 13 listed issues, including education, race relations, drug/alcohol abuse, taxation, household debt, population, transport, and petrol prices. The Green Party is viewed as most capable of managing climate change and environmental pollution/water concerns. National is considered most capable of handling defence/foreign affairs/terrorism. Te Pati Māori is seen as most capable of managing issues facing Māori.

It’s the first law of political thermodynamics. If a brushfire breaks out in public, however big it seems to be, the real scale of the conflagration will be 2 to the power of X times bigger. So it follows that behind the extraordinary attack this week by Foreign Minister and NZ First leader Winston Peters on National’s talk of asset sales as “tawdry and silly”, spiced up with criticisms of the Coalition’s inability to get the economy moving quickly enough, is a fire in the Beehive that threatens to set the place alight. It has, or course, been smouldering for a long time, and there were other recent signs the flames are beginning to lick higher. Not least was the “I” versus “we” spat that broke out between Peters and Prime Minister Christopher Luxon over how the credit for the Government’s overseas successes should be shared. This week in the House Peters – for no other reason – decided to move government procedural motions in the form of “we move” rather than “I move”. Luxon fueled the feud by reminding Peters – in light of his criticisms over the economy – that decisions are made by all Cabinet ministers round the table: We. By implication, Peters shares any blame for the economic performance. As the woo-woo team-builders used to say, there is no “i” in “teams”. But there are clearly two “i” s in “coalition”. Peters’ attacks on the Coalition’s economic record, as well as his willingness to hand the Opposition a weapon just to make his point, is Campaign Kryptonite for the Opposition to wield, in any other week would have hogged the headlines for days. Quite rightly it was overshadowed – if that’s the right word - by the egregious and anti-constitutional police behaviour brought to light by the Independent Police Conduct Authority’s report and by the messy and unresolved meltdown in Te Pāti Māori, which saw two of its six MPs expelled, two others in limbo and the party’s future in severe doubt. But make no mistake; Peters’ “no asset sales, sunshine” line (my words not his, but his words if you know what I mean) on Morning Report is an important inflection point, not least in the attitudes the coalition parties will bring to the campaign. Add National’s likely reprised campaign on changes to superannuation – anathema to Peters – and there are two “third rail” issues that National touches at its peril. Peril not only from voter reactions, but for future coalition building. At best the issues will be left on the post-election negotiating-room floor. At worst, they will be key roadblocks to a deal with Peters that do not exist on the other side of the aisle. With poll support for the governing and opposition blocs on a knife edge the last thing you would think National should do is push NZ First towards Labour. Unless (speculation alert) it is trying to win back Act votes to bolster its numbers as Labour ekes out a persistent lead. On Peters’ side is he preparing wriggle room for a deal with either National or Labour, as he has before? He has ruled out Labour under Hipkins, but what if National insisted in the election campaign on smashing a couple of his icons – no asset sales and no changes to superannuation entitlements? Would he, as least on the hustings, find a way to parlay his position into a more equivocal one “in the interest of NZ”?
