When an AV’s collision-avoidance priority causes it to brick in an intersection, which then creates chaos for other roadway users and an obstruction for emergency services, that is also not considered a safety concern for the AV.

But there are many components of safety. When an AV waits for its passenger in the bike lane, a cyclist swerves into traffic to avoid it, and the cyclist is struck by a human-driven car, that crash is not counted as an AV safety concern.

The AV industry has defined “safety” largely as collision avoidance, and as a result they are good at not running into things. Instead, they come to a stop when confused.
