It operates on a modest $14 million budget, and the value it provides far exceeds that. Eliminating it would be a huge mistake.

And don't even get me started on the censoring of sign text, even in single-player. Unbelievable.

This isn't even getting into how ripe for abuse this moderation system is, and the number of people who have been falsely banned due to reporting exploits.

And if a player is banned from an individual server, they should not be outright banned from playing online at all, especially not from a private Realm that they pay for, or a completely independent, friends-only self-hosted server.

It is not Mojang's place to moderate what content is acceptable on privately-run third-party servers. Doing so is a massive overreach of their authority.
That is (or should be) entirely up to that server's moderation team. Don't like it? Find another server. There's plenty of them to choose from.

I do agree that there needs to be systemic change to make adoption a more affordable and viable option to people, but I also think there needs to be a cultural change away from having genetically related children always be the default option. 3/3
