Representative Shaun Scott 43rd Legislative District October 30, 2025 The Honorable Bob Ferguson PO Box 40002 Olympia, WA 98504 Dear Governor Ferguson: As the combined impact of House Resolution 1 and the Trump government shutdown are coming into focus, I am writing on behalf of 43* Legislative District residents to urgently request that you declare a state of emergency. 900,000 Washingtonians stand to lose access to Supplemental Nutrition Assistance Program (SNAP) food stamps because of the government shutdown. The people of our state will not care whether they can't eat because of Republican evil in one Washington or Democrat complicity in the other - they will starve either way. I was pleased to see your office direct $2.2 million in support for food banks this week. However, the termination of food stamp benefits for nearly one million Washingtonians implicates an entire economic ecosystem beyond the point of food consumption. Washington Department of Social and Health Services estimates that for every $1.00 spent on SNAP benefits, $1.50 of economic activity is generated; these benefits are a lifeline for children, seniors, and working people, and also for businesses of all sizes that depend on the commerce of SNAP consumers. If the actual, physical health of everyday Washingtonians is not a good enough reason to fund these benefits, the economic health of the state ought to be. In the 2026 Washington State Legislative Session, we could pursue progressive revenue proposals - taxes on the wealthy and major corporations - which would allow us to assume the cost of administering food stamps; the Budget & Policy Center estimates that assuming control of SNAP would cost Washington $200 million annually, i.e. a paltry .2% of the state's $77.9 billion budget. I also believe I speak for many a Washingtonian in wondering why, in light of the disastrous impacts of both the H.R. 1 Reconciliation Budget and the government shutdown, state lawmakers are not currently in a special session to forge a path forward. As a first step, I would urge you to have Washington join Louisiana, New York, and Virginia in calling a state of emergency to begin the work of stewarding our state through this nascent crisis. Mayor Bruce Harrell’s disapproval rose to 52%, a new record in NPI polling.

The previous high was 48% disapproval in January. The mayor now has a worse spread than almost the entire Seattle City Council.
