This sounds like Justice Jackson is being tactical by issuing the brief admin stay to try to get SNAP moving again once the 1st Cir rules, rather than risk having all SCOTUS issue a longer stay pending full SCOTUS adjudication. There’ll be a better record to push back on that after 1st Cir. rules.
