For anyone who wants to add their thoughts on this, here is the entirety of Section 781. I'd really want to know if I'm misreading or misunderstanding this.
Sec. 781. Effective 365 days after the enactment of this Act, Section 297A of the Agricultural Marketing Act of 1946 (7 U.S.C. 1639o) is amended-- (1) by redesignating paragraphs (2) through (6) as paragraphs (4) through (8), respectively; and (2) by striking paragraph (1) and inserting the following: ``(1) Hemp.-- ``(A) In general.--The term `hemp' means the plant Cannabis sativa L. and any part of that plant, including the seeds thereof and all derivatives, extracts, cannabinoids, isomers, acids, salts, and salts of isomers, whether growing or not, with a total tetrahydrocannabinols concentration (including tetrahydrocannabinolic acid) of not more than 0.3 percent on a dry weight basis. ``(B) Inclusion.--Such term includes industrial hemp. ``(C) Exclusions.--Such term does not include-- ``(i) any viable seeds from a Cannabis sativa L. plant that exceeds a total tetrahydrocannabinols concentration (including tetrahydrocannabinolic acid) of 0.3 percent in the plant on a dry weight basis; or ``(ii) any intermediate hemp-derived cannabinoid products containing-- ``(I) cannabinoids that are not capable of being naturally produced by a Cannabis sativa L. plant; ``(II) cannabinoids that-- ``(aa) are capable of being naturally produced by a Cannabis sativa L. plant; and ``(bb) were synthesized or manufactured outside the plant; or ``(III) more than 0.3 percent combined total of-- ``(aa) total tetrahydrocannabinols (including tetrahydrocannabinolic acid); and ``(bb) any other cannabinoids that have similar effects (or are marketed to have similar effects) on humans or animals as a tetrahydrocannabinol (as determined by the Secretary of Health and Human Services); or ``(iii) any intermediate hemp-derived cannabinoid products which are marketed or sold as a final product or directly to an end consumer for personal or household use; or ``(iv) any final hemp-derived cannabinoid products containing-- ``(I) cannabinoids that are not capable of being naturally produced by a Cannabis sativa L. plant; ``(II) cannabinoids that-- ``(aa) are capable of being naturally produced by a Cannabis sativa L. plant; and ``(bb) were synthesized or manufactured outside the plant; or ``(III) greater than 0.4 milligrams combined total per container of-- ``(aa) total tetrahydrocannabinols (including tetrahydrocannabinolic acid); and ``(bb) any other cannabinoids that have similar effects (or are marketed to have similar effects) on humans or animals as a tetrahydrocannabinol (as determined by the Secretary of Health and Human Services). ``(2) Industrial hemp.--The term `industrial hemp' means hemp-- ``(A) grown for the use of the stalk of the plant, fiber produced from such a stalk, or any other non-cannabinoid derivative, mixture, preparation, or manufacture of such a stalk; ``(B) grown for the use of the whole grain, oil, cake, nut, hull, or any other non-cannabinoid compound, derivative, mixture, preparation, or manufacture of the seeds of such plant; ``(C) grown for purposes of producing microgreens or other edible hemp leaf products intended for human consumption that are derived from an immature hemp plant that is grown from seeds that do not exceed the threshold for total tetrahydrocannabinols concentration specified in paragraph (1)(C)(i); ``(D) that is a plant that does not enter the stream of commerce and is intended to support hemp research at an institution of higher education (as defined in section 101 of the Higher Education Act of 1965 (20 U.S.C. 1001)) or an independent research institute; or ``(E) grown for the use of a viable seed of the plant produced solely for the production or manufacture of any material described in subparagraphs (A) through (D). ``(3) Hemp-derived cannabinoid product.-- ``(A) In general.--The term `hemp-derived cannabinoid product' means any intermediate or final product derived from hemp (other than industrial hemp), that-- ``(i) contains cannabinoids in any form; and ``(ii) is intended for human or animal use through any means of application or administration, such as inhalation, ingestion, or topical application. ``(B) The term `intermediate hemp-derived cannabinoid product' means a hemp-derived cannabinoid product which-- ``(i) is not yet in the final form or preparation marketed or intended to be used or consumed by a human or animal; or ``(ii) is a powder, liquid, tablet, oil, or other product form which is intended or marketed to be mixed, dissolved, formulated, or otherwise added to or prepared with or into any other substance prior to administration or consumption. ``(C) The term `container' means the innermost wrapping, packaging, or vessel in direct contact with a final hemp- derived cannabinoid product in which the final hemp-derived cannabinoid product is enclosed for retail sale to consumers, such as a jar, bottle, bag, box, packet, can, carton, or cartridge. ``(D) The term container excludes bulk shipping containers or outer wrappings that are not essential for the final retail delivery or sale to an end consumer for personal or household use. ``(E) Exclusion.--Such term does not include a drug that is the subject of an application approved under subsection (c) or (j) of section 505 of the Federal Food, Drug, and Cosmetic Act (21 U.S.C. 355).''. (3) Within 90 days of the enactment of this act, the Food and Drug Administration, in consultation with other relevant Federal agencies, shall publish-- (A) a list of all cannabinoids known to FDA to be capable of being naturally produced by a Cannabis sativa L. plant, as reflected in peer reviewed literature; (B) a list of all tetrahydrocannabinol class cannabinoids known to the agency to be naturally occurring in the plant; (C) a list of all other know cannabinoids with similar effects to, or marketed to have similar effects to, tetrahyrocannabinol class cannabinoids; and (D) additional information and specificity about the term ``container'', as defined in paragraph (3)(C).

If a deal gets brokered tonight, the GOP will need 8 Democratic Senators to vote yea. Usually it would be 7, but Rand Paul is a guaranteed nay vote because Libertarianism. As we get closer to 8pm, I'm going to start tracking the Dem Senators most likely to vote yea. The watch-list includes:

The deal on the table is to pass four spending bills in exchange for a future (and doomed) vote to extend ACA subsidies. Jessie isn't overreacting. This is moderate Dems, once again, capitulating to fascists.
A bipartisan group of senators is working to craft an agreement in which Congress would pass three full-year appropriations bills to fund some agencies, along with a short-term bill that would reopen the rest of the government, according to four people familiar with the talks, who spoke on the condition of anonymity to describe private discussions. In exchange, Senate Republicans would agree to hold a vote at a set date on extending Affordable Care Act subsidies that are otherwise slated to expire. Democrats have insisted throughout the shutdown that the subsidies be extended. About a dozen Senate Democrats are open to backing the proposal, three of the people estimated, which is still being hammered out — more than enough to break the impasse and reopen the government. But Democrats’ victories by double-digit margins Tuesday in the races for governor in New Jersey and Virginia — which President Donald Trump attributed in part to voters’ dissatisfaction with the shutdown — renewed calls on Capitol Hill for the party not to settle for what Republicans are offering.

If this is truly the deal on the table...yikes. The appropriations bills that have come to a vote this past year have predominantly included fascistic sections. And to promise a yea vote in exchange for a future vote to extend ACA subsidies is just pathetic.

Not even 24 hours after the Democratic Party utterly sweeps Election Day, four Democratic Senators vote to confirm Caleb Orr as an Assistant Secretary of State.

Voting yea were Chris Coons (DE), John Fetterman (PA), Maggie Hassan (NH), and Jeanne Shaheen (NH). Angus King (I-ME) also voted yea.

Candidates filed to run before Texas went and passed a new map that will likely flip five districts from Democratic to Republican. TX-18 remains Democratic, but it has moved and morphed so much that TX-9 incumbent and absolute legend Al Green has announced he will run in TX-18 in 2026.

There are 4 Dems that are considered front runners: former Houston City Councilwoman Amanda Edwards, State Rep Jolanda Jones, former Congressional Aide Isaiah Martin, and Harris County Attorney Christian Menefee. It makes a lot of sense for so many top level people to run for this office. However-

This is especially wild, because Louisiana passed a law ending this kind of primary in January. Anyway, 16 people are running: 7 Dems, 5 GOP, 1 Green, 1 American Solidarity, and 2 independents. The district itself is a D+21 , so there's no chance of all the Dems splitting votes into a loss.

But wait, ICE did sign an agreement to house detainees at the Federal Detention Center in Honolulu. It holds 992 people...and sure that's mostly federal prisoners and the average number of immigrant detainees is ~70, but it is close to the doctor who runs NIR, LLC. Which...well, means nothing.
If my thesis is that something deeply wrong is happening with Neuralink operations near ICE detention facilities, then Hawaii might fit that pattern too. So I asked the question I immediately regretted asking: Is there an ICE detention facility near these medical facilities in Honolulu? In February 2025, ICE signed an agreement to start housing detainees at FDC Honolulu. That’s a 992-bed facility — I had no idea this existed. Did anyone else know about this? Then I found an article from July 2025 explaining that detainees were being transferred to Hawaii from Florida and Arizona detention facilities. The exact two states where Neuralink trials had officially started. The distance between FDC Honolulu and Straub Medical Center, where NIR, LLC apparently operates? A chilling eight miles; a fifteen-minute drive. (At this point, I’m running out of ways to say “this seems like an unusual coincidence.”)

Just seems very odd to pick out a three month period of deaths and highlight the one that his own family doesn't associate with Neuralink. Also odd that when Drey posits that the same surgery is occurring in Phoenix, that facility just so happens to have a perfect record of no fatalities whatsoever.
Phoenix presents a different pattern. Near the Barrow Neurological Institute, you’ll find major ICE facilities at Eloy and Florence. According to advocacy reports, the average time spent in solitary confinement at these Arizona facilities jumped from 14 days in 2024 to 38 days in 2025. That’s a 271% increase. Thirty-eight days is a long time to be alone. Long enough that if something happened to you, if you woke up with gaps in your memory or unexplained symptoms, it would be difficult to establish when or how. Long enough that confusion could be dismissed as the natural result of isolation. Long enough to make a person wonder if their own memory is reliable.

Drey follows this by noting the deaths that have occurred at Krome, particularly the death of Maksym Chernyak. They note that the three deaths at Krome have all "involved neurological symptoms: brain hemorrhages, seizures, vomiting." That's a lot of information to follow, so let's start w/ Chernyak.
Miami has the notorious Krome Detention Facility, the primary intake center for detained immigrants in South Florida. From December 2024 to February 2025, there were three deaths at Krome. One per month. All involved neurological symptoms: brain hemorrhages, seizures, vomiting. One of them was Maksym Chernyak. He was 44 years old, Ukrainian, and here legally on humanitarian parole after fleeing the war. According to his wife, he had no pre-existing health conditions. He wasn’t on any medications. He had passed medical screenings before being paroled into the United States. Sixteen days after arriving at Krome, he was dead from a massive brain hemorrhage. The CT scan showed catastrophic intracranial bleeding.

First off, Drey's has a habit of thinking correlation is top tier proof. For example, they note that Miami & Phoenix house the two locations where Neuralink conduct their studies. And both cities have "massive" ICE detainment facilities, which could supply the people needed for testing.
Neuralink has FDA approval for two sites in the United States. The first is at the Barrow Neurological Institute in Phoenix, Arizona. The second is at the University of Miami in Florida, which houses a major neurological research program. Both cities have something else in common: massive ICE detention facilities nearby.

Last night, I saw some mutuals re-posting a link to a substack called the Drey Dossier. The link led to an article that claimed to find correlations that could prove ICE is letting Neuralink test on immigrant detainees. It's a scary read. It's also complete fiction. ->

There is a huge red flag regarding the writer's research abilities. In the section pictured below, they note a number of government payments that go to a Honolulu based company called NIR, LLC and notes that info is nonexistent for the company & that it also works with the military.
Multiple DOD contracts for neurological services, neurological procedures, neurological surgery practices. All ramping up starting in 2025. All going to a company called NIR, LLC. All listing the work location as Tripler Army Medical Center, a major military hospital in Honolulu. At first, I thought maybe this was just routine military medical care. But when I tried to look up NIR, LLC, I found nothing. No company website. No physician names. Nothing. For a medical contractor performing neurological surgeries with federal money, having zero online presence is unusual. Not impossible. Just unusual in the way that makes you keep looking. Then, at the very bottom of a Google search, I found a MapQuest link showing NIR, LLC at 888 South King Street in Honolulu. When you search for NIR, LLC on any other mapping service, nothing comes up. But when you type in that address directly, something very interesting appears. Straub Medical Center. One of Hawaii’s largest civilian hospitals with a major neurology and neurosurgery department.

I know this is a mild Chi-Chi's-in-the-'90s salsa take, but I don't think you can count on a man who posted anti-LGBTQ+ slurs until 2021 and knew he had a nazi tattoo by at least 2019 to vote any more progressively than Susan Collins.
Maybe that’s why it doesn’t bother me so much as I already have absolutely 0 respect for the Democratic Party . Like even though he’s got the Nazi tattoo he’s more progressive than 40 Dem Senators.
