tbc: I consider this to be [a step toward, if not outright] defacto ACA repeal, because the GOP realized the covenants on insurance (preexisting conditions etc) only matter if you *actually have a policy*

obamacare is like 4 different pillars, but in my view knocking out the status quo from the marketplace system fundamentally breaks the law [notwithstanding the preexisting conditions protections etc]
which is exactly why I consider it to be defacto killing one of the fundamentals of the law; going back to the 400% FPL standard makes much of the marketplace plans *right now* unworkable
