Tariffs are a sales tax. Specifically a Wholesale Sales Tax. Traditionally components of a product are sales tax exempt to avoid double retail tax.
With tariffs, I as a manufacturer, pay a Wholesale Sales Tax, make a product with higher material costs, and then my customers pay sales tax again.
