Government corruption happens almost entirely in the open. It's too much work to keep secrets. Corruption happens because no one pays attention and officials just keep pushing the boundaries of what they can get away with without pushback. This is why resisting and protest are important.

Trump doesn't talk about election rigging so he can cast doubt on the election if he loses. He does it so that he can cheat and if he wins, you will be too sick of hearing about election fraud that you won't even look into it. Yet if he loses, you look; he wins, you don't. So easy to manipulate.
