My brother Seth with a key point: no society will pull together to embrace change if the burdens aren't fairly shared.

That means corporations making real sacrifices. If the burdens are all dumped on working people, while the rich get tax cuts and other goodies, social solidarity will collapse.
Social solidarity requires fair taxation and shared sacrifice.

At present the US simply lacks the capacity to render assistance to whatever degree the current admin might even want to. The US has/had a whole agency tasked with dealing with these situations. It was systematically pulverized over two months. Its final employees were terminated last week.
