"Freedom to..." is a negative liberty frame that presumes that 'real' liberty is empowering people to act without regard for the consequences of their actions- that is, negative externalities.

We live in a society, and the collective is more than the sum of individual "preferences."

- smoke in public spaces
- refuse vaccination & undermine herd immunity
- consume unpasteurized dairy products
- subject one's children to unproven & harmful 'treatments' in lieu of vaccines

... impinges on others' "freedom from..." health harms.
