Lowest hanging fruit for the UK and EU in terms of shutting down Russia's shadow fleet is to boost overlap with US sanctions. At present, the US has sanctioned 89 ships that aren't sanctioned by either. This should be fixed and will make a big difference. With @econharris.bsky.social @brookings.edu

Russia's tax revenues from oil were down -32% y/y in May '25 and the lowest since just after the start of the G7 cap in Dec. '22. This is the combined effect of this year's massive US, UK and EU sanctions on Russia's shadow fleet and lower oil prices. Sanctions work. Shut down Putin's money machine!

Die Ukraine scheint - aus der Not - in der Lage zu unfassbaren militärischen Taten. Taten, zu denen der Westen zu unfähig, mindestens aber zu feige erscheint. Wenn die NATO und die EU diesen Alliierten nicht aufnehmen wollen - dann sind sie strategisch (wieder mal) dumm.

How will the EU ever be a credible foreign policy actor if this is the reality: ongoing and massive transshipments to Russia via all kinds of places like Kazakhstan. Brussels has turned a blind eye for over 3 years. Biggest impediment here is greed and short-termism. We're our own worst enemy...

If the EU wants to be taken seriously as a foreign policy actor, it has to hurt Russia for real. Half of Russia's seaborne oil leaves via the Baltic and half of those shipments are on the shadow fleet. Shut that down. That will plunge Russia into deep financial crisis, which is what it deserves...
