This isn't plagiarism, but it's in very poor taste and a bit nasty. It's not even a review paper. They could've published this on a website or social media (e.g., Weibo) w/o raising ethical concerns, but it seems they opted to publish it to gain academic credit. I would also question the journal too

Many modern climate datasets (including gridded historical temperatures and reanalyses etc) rely on ICOADS which is maintained by a small group in the US.
