In 1935 (with a top tax of 79%) FDR signed social security, unemployment insurance, workers comp & beginning food programs. In 1965 LBJ signed Medicare & Medicaid, with a top tax of 70%

The current top tax rate 37% (permanent in the BBB) @ $626,350/year

~$20,740/year qualifies for Medicaid
