So I've gotten some secondary confirmation of this, sorta, though it's possible it's—this will shock you, surely—a bit chaotic in its implementation.
I'm also hearing that at least in some sub-institutes, phones and laptops are having location services turned on remotely where before they were off.

Recent findings broadened the function of RNA polymerase II (Pol II) proximal promoter motifs from quantitative regulators of transcription to important determinants of transcription start site (TSS) position. These motifs are recognized by transcription factors (TFs) that we propose to term ‘ruler’ TFs (rTFs), such as NRF1, NF-Y, YY1, ZNF143, BANP, and members of the SP, ETS, and CRE families, sharing as a common feature a glutamine-rich (Q-rich) effector domain also enriched in valine, isoleucine, and threonine (QVIT-rich). We propose that rTFs guide TSS location by constraining the position of the pre-initiation complex (PIC) during its promoter recognition phase through a specialized, and still enigmatic, class of activation domains.

ZNF143 is a transcriptional regulator of nuclear-encoded mitochondrial genes that acts independently of looping and CTCF
ZNF143 has been implicated in gene activation and chromatin looping. Magnitov et al. show that ZNF143 has no general looping factor activity and explain why this function has been misattributed. Instead, ZNF143 regulates transcription of nuclear-encoded mitochondrial genes, ensuring energy homeostasis, proliferation, and differentiation potential of stem cells.
