California does environmental review for housing twice: first when a city is updating its planning and zoning to decide what you can build, and again when someone proposes a project—even if it follows the rules. This blocks housing, slows building, and increases costs. We should just do it once!
CA's prohousing caucus has thrown down gauntlet: No more CEQA, period, for any housing project on an infill site (up to 20 acres!) that complies with applicable general plan & zoning standards.

A decisive break w/ "everything bagel" tradition!

San Francisco used to have a lot more large apartment complexes than cities like Seattle/Austin/Denver. Now the city is well behind Seattle and Austin/Denver have basically entirely caught up.

Crazy fact: only 10 years ago, there were more housing units in San Francisco than Austin, TX. Now Austin has basically 100k more units and is still building at 5-10x the pace of SF.

And rents are going up and folks are finding it hard to find an apartment they can afford. At the same time rents in Minneapolis are stable and rents in Austin are down 22%. Why? Because of a huge increase in housing production mostly multi-family housing.
