The property reassessments that took place in the past few years were the first in decades.

With the knowledge gained from these hearings, a real plan can be developed between all stakeholders involved to tackle the next reassessments with much more ease.

Delaware’s Democratic lawmakers introduced and passed House Bill 255 to prevent this moneygrab by decoupling portions of our tax code from the federal tax code.

During this morning’s hearing, we heard from several professional organizations, including those focused on housing, restaurants, farms, seniors, and children, to discuss the impacts of the reassessment on small businesses.

During the 3rd hearing, New Castle County presented a timeline for updated tax bills.

Residents in New Castle County should receive updated bills by early December at the latest, with bills due on December 31, 2025.

According to Kent County, their assessments were completed before any other county, in 2024.

And while Sussex County also had not undergone reassessment in five decades, they reported that nearly half of property owners saw their tax bills decrease as a result of reassessment.

The 2nd hearing featured presentations from representatives of Kent and Sussex counties.

During this hearing, it became clear that the worst of the issues that arose were specific to NCC.

It was revealed in the 1st hearing, from County Exec. Marcus Henry, that the NCC assessment team recommended that property owners be notified of their new property values in summer 2024.

The previous administration declined, resulting in approximate values being sent in mid-November 2024.
