It seems fairly clear that Donald Trump thinks gravity makes water flow "down" from the Pacific Northwest to California, because there is absolutely no system that connects the water in Oregon and Washington to Southern California.

We actually opened up that water pretty strongly, we got a lot of opposition from the governor. We opened it up anyway and the water is coming down...they've gotta allow full water"
