Mandating publication of peer reviews will mark the end of peer reviews if anonymity is not protected. Anonymous peer review is integral for providing an effective platform for honest critique of manuscripts.
Kennedy also told senators that he was calling for publishing raw data and peer reviews, and
"We should be giving at least 20% of the NIH budgets to replication."
