RU has plenty of nukes but it's unlikely that they'll be used. On the other hand, it needs support in its war effort in Ukraine. Enter Iran and North Korea. I wouldn't be surprised if a few nukes weren't in Russia anymore. Deterrence still works if no one knows they're gone.

Confidence is extremely important in leadership and careers, especially political ones. Unfortunately, confidence is often more based on lack of awareness rather than skills (see Dunning-Kruger). This results in a lot mediocre, overconfident people raising to power.
