It isn't possible to have true racism toward white persons - You can have prejudiced people that take out their prejudices on white people but they don't have the political and legal backing necessary for racism.

But generally when people are talking about racism, they are talking about it in the context of European cultures, which includes Canada, USA and Australia. Since such cultures are majority white, and the majority of social power is invested in white majority institutions

Generally, racism involves social power. Just being prejudiced against a group isn't "racism" per se, if the prejudiced person doesn't have societal backing.
You can absolutely have racism toward white people - in nonwhite societies. China, for example, has had racism toward white people.
