That's why non-governmental litigants have been bringing civil actions in federal court, seeking court orders against executive branch actions that are contrary to law. As in this current matter, courts may seek to enforce their orders via contempt, which is unwieldy but all there is at the moment.

The rule of law only matters as long as those laws are being enforced.

At this point, the executive branch is responsible for enforcing laws against itself, and isn't going to.

But here, Noem just means judges who issue orders to which we disagree, and for that there is an established procedure called filing an appeal.
