I can't be sure, but I found some christian news site which linked to a lecture from 2019 which was posted to the vanderbilt med center's lgbtq program facebook page. Vid is long gone, but wayback machine says she was in the vid talking about ethics so it could be. I'm gonna keep looking.

The counter argument of "but then there's no money for expansion" makes zero sense in a world where highways are free and constantly being expanded, with a justification that they're highly used.
