There was always something inexplicably strange about the recent government shutdown. From the beginning, it was crystal clear what Democrats wanted: lower health care costs, affordability and for a lawless president to start obeying the law.

It is more than bad taste, it is a glaring sign of his deep "imbalanced" state of mind. He's subconsciously trying to cover up how bad of a person he is & how destructive his presidency is. He is "trying to make things better" with a "cover up" of fake gold. This is obviously a symbolic statement.
