Even ignoring the access restriction - a snapshot taken every 10 years is never going to be a reliable way of tracing anyone !
I my #police days, we used DWP/HMRC quite often - anyone working or claiming benefits could be found just about instantly.

It's Family Historian. I don't usually use it for general research work, but it is by far the best I've found for charts.
