Removing only those probably wouldn't work. At quiet times it's irrelevant, at busy times they would be unable to cater to the demand causing additional queues and conflict at the junctions. Underrated benefit of LTNs - fewer junctions.

It would thus rapidly just create demand to remove the rest.

Stopping WFH comes with a huge cost in most councils as you'll need to buy new offices, councils mostly having closed buildings and flogged them off to save money, generally only have enough desks for at most 60% of staff to be in at any one time.
