It's certainly not, but it seems the definition of "crime enforcement" in the US right now is kinda ambiguous, as evinced by people following the rules being detained in basements right now w/o food or water. At a practical level, the system will punish whoever hurt this guy or it's nonfunctional.

Most #Regulations are meant to help people not hurt them. Banks, allowing bad home loans, corps. polluting our water and air, and protections for consumers from being defrauded, are all regulated.
