Oxford has a population of 162000, not including areas like Botley and Kidlington which are very close by. This report is good at explaining what needs to be done (less centralised funding, sensible rather than gold-plated ways of dealing with underground pipes and cables etc)
Why do only a handful of cities in Britain have a tram, when most small and medium sized cities (e.g. 150,000 or more) in France and Germany?

Absolutely true. The Clarion is by far Oxford's best news source, and is pretty much the only reason I've not switched off my [dark side] account yet.
I wish Oxford Clarion would dip a toe in this place. It's one of the best local-to-me accounts from the 24th-letter-of-the-alphabet place, and one that delayed my leaving from there as much as any single other.
