Development files for Yoshi's Island contain a simplistic giant monster known internally only as "Kaiju", a Japanese term for Godzilla-type giant monsters. As it is cut off at the neck, it was likely meant to rise from offscreen. Here is a mock-up of it replacing a Nep-Enut.

I think what I find most staggering in this article (and its companion piece) is just how incoherent the militia ideology is. It really does just seem to boil down to "Someone, somewhere is up to no good, and only our guns will save us", and not much else. Just pure paranoia.
