Hmm....Jenkins could allow this to wait until her successor is sworn in. Especially if he does not support it. I think her colleagues would defer to her wishes. Maybe they already are.

It may sound like an exaggeration to say Weinhagen "bought Frey his strong mayor powers" but the Minneapolis Chamber of Commerce was the 100% sole funder of the PAC that campaigned for the strong mayor charter change in 2021.

You are correct.the strong mayor charter change seems to be being abused to allow Frey to amend it (snd sny policy he wants) on the fly. With dept heads only accountable to him, he gets away with it.
