The huge pile of illegally dumped waste by the A34 in Kidlington is utterly shocking.

Yesterday a Govt Minister agreed to meet me, I will ask her to step in to remove this terrifying environmental risk.

I’ve also raised this as an urgent matter with the Chief Exec of the Environment Agency.

Today I was honoured to take part in Woodstock’s Remembrance Day ceremony.

In solidarity with today’s service personnel, people came together in villages and towns across Bicester and Woodstock to pay respect to those who have paid the ultimate sacrifice. We will remember them.

The Government’s plan to build a new town at Heyford airfield raises many questions for local residents. I’ve written to Steve Reed to ask him to meet with me to discuss them.
Dear Steve I read with interest the announcement you made to Labour conference on new towns. In particular, I noted that you have accepted the recommendation of the New Towns taskforce that the Heyford airfield should be a potential site, among the twelve. This site straddles my Bicester and Woodstock constituency and the Banbury constituency of Sean Woodcock (to whom I am copying this letter). This is a very significant proposal for all the areas listed as potential new towns so I am disappointed that it was not made to Parliament so that the MPs representing those areas could ask questions of you about it. I hope you will provide that opportunity soon after we return to Parliament after the conference recess. Residents in the current Heyford Park development – as well as those from the surrounding villages – have raised a series of questions with me about the prospective plan. Not knowing that you would make this announcement, I met with local councillors and parish council representatives from 10 local parishes on Wednesday 24 September. They also had a number of questions. How will you ensure that social and physical infrastructure is funded and delivered first, before the new homes are occupied [recommendations 7, 10]? How will you take account of cumulative effect from developments in a given area, especially if these are outside the local plan (either speculative development or nationally significant projects)? Will you accept the recommendation of the taskforce that new town developments should count towards an areas housing targets and be included as part of their estimated Five Year Housing Land Supply [recommendation 13]? How will the role of local communities in decision making be protected and enhanced? What expectations do you have for how local communities and their representatives will be included in the development of proposals [recommendation 13]? How will you secure accountability for delivery of community assets, and deliver the recommendation of the taskforce for long-term stewardship of these [recommendation 12]? Please may I request a meeting with you and your officials to understand better how local communities – and the MPs who represent them – will be consulted and involved as the New Towns Unit takes forward its work? I hope we might also share some useful insights. In our area, we have some experience of the challenges of delivering rapid housing growth – including close to Heyford at the North West Bicester site. I have previously discussed this with other ministerial colleagues from DESNZ, DfT, MHCLG, and Treasury. This is a salutary tale of the need to join up transport, energy, housing and environmental/ water - and it accords with paragraph 119 of the report: “Stakeholders consistently highlighted the challenges of navigating fragmented national decision-making, encompassing not just housing but also transport, utilities, health, and education infrastructure, leading to delays and uncertainty that undermine local planning and deter private investment.” Many of my constituents understand and support the need for more affordable and social housing. All of them would like to see an improvement in local infrastructure to support existing communities. There are constructive conversations to be had about how this programme could proceed. However, I want to make sure that we take advantage of local knowledge and that we respect the views of local communities who will be affected by this very significant project. I therefore look forward to a chance to meet with you soon to discuss how you envisage developing the ambitious proposal for Heyford airfield. A lifelong liberal whose principles drove his choices. One of that remarkable generation of Glasgow University debaters from all parties who strove for a better society.

The cross-party Commons' Education Selection Committee has today published a strong report into the SEND crisis in English schools. It highlights the catastrophic impact on children and families and the urgent need to fund local authorities. We now need the government to lead a cross-party response.
Extract from the report's executive summary: "Throughout our inquiry, we heard from exhausted parents fighting for basic support, teachers stretched beyond capacity and committed professionals working within services buckling under pressure. Their voices were clear and consistent: the current system is not working. The level of need is placing overwhelming strain on services and professionals across both the education and health sectors, ultimately creating a crisis. Crucially, the system’s inability to meet this need means that children and young people with SEND, and their families, are not consistently receiving the high-quality support to which they are entitled. Without decisive, long-term change, the SEND system will remain under unsustainable pressure, unable to meet current or future needs effectively." Extract from the report's executive summary: "Achieving a sustainable model of funding We heard compelling evidence of the urgent need for greater financial stability within local authority budgets, supported by a clear, long-term plan for sustainability. Witnesses highlighted that looming deficits and the continued extension of the statutory override are creating significant uncertainty, making it difficult for local authorities to plan and deliver services effectively. This instability is compounded by inadequate school funding, which has not kept pace with rising levels of need and the increasing costs of provision. As a result, both schools and local authorities face mounting pressure, often forced into difficult decisions that risk..." Extract from the report's executive summary: "compromising the quality and availability of support for children and young people with SEND. The Department must work urgently with HM Treasury and the Ministry of Housing, Communities and Local Government to secure the funding necessary to realise the vision of an inclusive mainstream education system. This must include a clear strategy to address the growing SEND-related deficits faced by local authorities. Without a strategy, the system will remain under unsustainable financial pressure and unable to meet the needs of children and young people effectively."

Britain must not let Donald Trump silence Palestine at the UN.

Alongside @eddavey.libdems.org.uk and Liberal Democrat colleagues, I have written to the PM urging him to press Trump to reverse this reckless decision – and if he refuses, for Britain to step up and lead.
Dear Prime Minister, Thank you for your response over Recess to our July letters. We welcomed the recommitment you made in your reply to recognising a state of Palestine at this month's UN General Assembly Session. Liberal Democrats still regret, though, that you have chosen to make this conditional on inaction by the Israeli Government to alleviate the humanitarian crisis in Gaza, rather than to immediately and unconditionally recognise Palestine. It remains our resolute view that recognition should not be seen as a bargaining chip - but, rather, as a principled means through which to reflect in law the self-determination of the Palestinian people. Since your letter, the humanitarian crisis across the Occupied Territories has only deepened. The government of Prime Minister Netanyahu has taken further actions through the assault on Gaza city and the commitment to settle the El territory in the West Bank. These steps deliberately threaten the very viability of a two-state solution - the only means through which to ensure a sustainable peace which delivers dignity and security for Palestinians and Israelis. Last week, I and my party's Foreign Affairs Spokesperson, Calum Miller, met with the Palestinian Authority's President, Mahmoud Abbas. We spoke about the crisis in Gaza, the urgent need for aid to get through and the hostages released, as well as the vital democratic and governance reforms to the PA that need to take place. We also discussed how important it is that the international community, including Britain, moves irreversibly towards recognising the state of Palestine. And yet, at this crucial moment, President Trump has made the reckless decision to block Palestinian officials from attending the UN General Assembly. If Palestinians are shut out of the very place meant to deliver peace, progress is impossible. Donald Trump is the one person who can influence Benjamin Netanyahu. It is bad enough that he has not acted on the commitment he made to you in Scotland to end the suffering in Gaza by picking up the phone to Netanyahu. Yet, as Netanyahu deliberately acts to make peace less likely, Trump has abused the US's privilege to host the UN by refusing the Palestinian delegation visas. President Trump will touch down in the UK this evening as he begins his State Visit. When he does so, will you call on him publicly to reverse his decision to block the attendance of Palestinian officials at the UN? And, if he refuses to act, will you step up and take the lead to ensure that Palestine can be represented - and call for the High-Level Summit on the 22nd September to be relocated to Geneva? Donald Trump cannot be allowed to block progress towards a two-state solution. Britain must show leadership and make sure Palestinians have a voice at the UN. We look forward to your response. I joined @eddavey.libdems.org.uk in meeting President Abbas today. We confirmed @libdems.org.uk support for the recognition of Palestine. We discussed the urgency of a ceasefire to end the suffering in Gaza and release the hostages, and the governance reforms that would support a two-state solution.

Homes in Kidlington and Yarnton live under constant fear of flooding while Thames Water shrugs off Section 19 reports. I’ve written to Emma Hardy demanding reform so water companies are forced to act, not walk away from their responsibilities.
Dear Emma, Section 19 Flooding Investigations At this week's Oral Questions, I had hoped to use my substantive question to raise with you the issue of flooding in my constituency, specifically in relation to the legislation governing Section 19 Flood Investigations. Although I was not called to speak, I would welcome the opportunity to discuss this matter with you further. At a recent flood forum in Kidlington, residents described how repeated flooding has disrupted their lives and caused devastating damage to their homes. They are deeply concerned that Oxfordshire County Council, as the Lead Local Flood Authority, has no power to require that the recommendations set out in Section 19 reports are acted upon. In the absence of such powers, water companies and other agencies canignore these findings, leaving communities exposed to further risk. During the Westminster Hall Debate in June, you committed to reviewing the Section 19 process. I would be grateful if you could confirm whether this work is now under way and whether Members of Parliament will be able to contribute. I would also appreciate the opportunity to meet with you to share the experience of my constituents and explore how the system might be strengthened, so that agencies such as Thames Water can be held accountable for implementing the measures necessary to protect residents' homes and livelihoods.

I have written to David Lammy urging the Govt to press Qatar to end Hamas’s political sanctuary, to push harder for the release of the hostages and to support vital reforms in the Palestinian Authority as we move towards recognising a Palestinian state.
Dear David Earlier this week, I wrote to you in the context of the ongoing devastation and humanitarian crisis in Gaza. In that letter, I wrote that we must redouble our efforts to empower the moderates in both Palestinian and Israeli society, while drawing power away from the extremes. I look forward to the opportunity to discuss these issues with you when Parliament returns next week. This week, we have seen more marches in Israel - led by the families of the hostages, including those still held in Hamas' brutal captivity after almost 700 days - calling for an end to the war. As ceasefire talks continue, I want to urge you to use all diplomatic levers at your disposal to exert genuine pressure on Hamas to release the remaining hostages. It is utterly despicable that this proscribed terrorist organisation - which has no place in the future of Gaza - I know that the Government remains committed to securing the unconditional and immediate release of the hostages - but it must do more to apply the kind of pressure on Hamas which will force them to take this step. Despite the atrocities they have directed and carried out, Hamas's political leadership have been able to maintain their headquarters in Qatar. It is simply unacceptable that these terrorists should be granted a veneer of legitimacy through this diplomatic base, even as they continue to hold and torture the hostages in Gaza. In light of this, what discussions have you and other Ministers held with your counterparts in the Government of Qatar about the need to use Hamas's political base in their country as leverage to help secure the hostages' release? Furthermore, what pressure is the Government willing to bring to bear on the Qatari Government? Will the Government demand that Qatar exile Hamas's political leadership unless they agree to the unconditional and immediate release of the hostages? As we now move towards the formal recognition of the state of Palestine - a long overdue step - it is also vital that we work with the Palestinian Authority ('PA") to support its development. The PA requires vital reform and must show its commitment to this process. What guarantees does the Government have that the PA are going to undertake those reforms to their governance and to the rule of law that are desperately needed, so that the people of Palestine can have a better future? And, following the Prime Minister's meeting with Prime Minister Mustafa in April, what further steps has the Government taken to support and encourage in the West Bank the development and application of anti-corruption measures across the Palestinian civil service, as well as protections for freedom of expression? Essential aspects of the work to realise the two-state solution must be to secure an end to the humanitarian crisis in Gaza, secure the release of the hostages and ensure the recognition of the Palestinian State is supported by a sustainable programme of state building. That's why Liberal Democrats have consistently called on the Government to do more across all these critical areas, including: • Calling for more pressure to be applied on the Israeli Government to agree to a comprehensive reopening of aid routes into Gaza; • Calling for the reversal of its decision to expand military operations to Gaza City; and • Calling for efforts to stop illegal settlement expansion in the West Bank, not least the restarting of settlement building in the E1 area announced last week. With a view to securing those vital goals and the calls we are making around Hamas, the PA and Qatar, I would welcome an update from you on the Government's

As famine deepens and hostages remain in captivity, the Israeli Government expands settlements and escalates its assault on Gaza.

I’ve written to the Foreign Secretary urging sanctions, an arms ban and a ban on trade with illegal settlements.
Dear David, As the world's attention shifted in August to the war in Ukraine, conditions in Gaza have only worsened. I am writingtoday, before Parliament returns on Monday. Much has happened since your statement on 21 July and none of it has been in the direction we hoped for. Last week, we saw Israeli forces begin an assault on Gaza City and the IPC declaring famine in Gaza for the first time. Meanwhile, the 5 September will mark 700 days of captivity for the hostages still held by the Hamas terrorists. This situation is utterly intolerable. In the context of the unfolding humanitarian catastrophe and the plight of the hostages in Gaza, we must redouble our focus on empowering the moderates in both Palestinian and Israeli society, while drawing power away from the extremes. That task is all the more important as we now look towards the UN General Assembly Session in September. Opposition politicians in Israel have roundly condemned the new military operation in Gaza City. They state their belief that it will endanger the lives of the remaining hostages, despite the claims of the Netanyahu cabinet that the operation has their release and recovery as an objective. Meanwhile, the restarting of settlement building in the E1 area of the West Bank will further erode the territorial basis for the Palestinian state - recognition of which the Government has made conditional on steps by Israel to alleviate suffering in Gaza. It is clear that the Netanyahu cabinet continues egregiously to violate international and humanitarian law, across both Gaza and the West Bank. Yet the UK has been reluctant to apply any genuine pressure on the Israeli Government to stop these violations across the Occupied Territories - or to publicly call on President Trump to do the same. In light of these continuing violations, I ask you - once again - whether you will consider implementing Liberal Democrat calls to: • Sanction Prime Minister Netanyahu and his Cabinet Ministers for continuing to block the full reopening of aid into Gaza and expanding the military campaign there? • Ban the export of all UK arms to Israel, including taking steps to isolate and withhold those UK-produced F-35 components that are being used to supply or service jets used by the Israeli Government? • Ban trade with all illegal Israeli settlements across the Occupied Palestinian Territories, ensuring that UK businesses cannot contribute to supporting the development of these settlements? Liberal Democrats have consistently said that the remaining hostages must be released without condition. We have also been clear that Hamas can have no part in the future government of Palestine. The future of a Palestinian state depends on steps to strengthen governance by the Palestinian Authority and a government that rejects the use of terrorism to achieve its goals. I look forward to your response, as well as the opportunity to raise these issues with you at next week's Foreign Office oral questions. I have written to Nigel Farage in response to his visit to my constituency of Bicester and Woodstock today.
Dear Mr Farage Welcome to Oxfordshire. You came here to talk about “mass deportations” but made no effort to understand the people or challenges of this community. Your proposals offer no costed plan. Daily flights, new detention centres and vast surveillance systems would cost billions. Empty slogans are not a substitute for serious policy. It did not go unnoticed that you spoke just minutes from Campsfield House, where a detention centre is being rebuilt despite local opposition and past scandals. Yet you chose not to meet residents living with those consequences. You often invoke Winston Churchill, born here in Oxfordshire. He spent his career grappling with difficult truths and forging alliances in our national interest. Instead of sowing division, we should build on that legacy. Our immigration system is broken after years of Government failure. It needs urgent, practical reform: fair, managed migration to meet workforce shortages, a faster asylum system and support for those fleeing war and persecution. That requires cooperation and honesty, not division. If you return, I would be glad to show you Oxfordshire’s real story: businesses thriving thanks to home and overseas talent, health and care services desperate for staff and residents supporting refugees with compassion. Pleased that the UK will be represented at this week’s two-state solution conference. With Cabinet recalled to discuss Gaza and the PM meeting Trump, now is the moment for the UK to push for a ceasefire, full aid access, hostage release and recognition of Palestine. There is no time to waste.
Dear David, I am very pleased that you will attend the conference on the two-state solution this week. It is right for the UK to be represented at a senior level. It is reported that Cabinet is being recalled to discuss Gaza. I hope that you and others will speak strongly in favour of the Prime Minister raising the situation there with President Trump and seeking the President's support for a ceasefire, for the rapid reopening of aid routes (by land as well as air) overseen by the UN and for the unconditional release of the remaining hostages. Following President Macron's decision to recognise the state of Palestine, this issue will be central to the conference in New York. As you know, on the 13 June, all 72 Liberal Democrat MPs wrote to you, supporting this step. The 221 MPs from nine parties who signed a joint letter last Friday will be joined today by the names of further MPs who also believe the UK should recognise Palestine. This is the time to act. I hope the Cabinet will agree and that you will be able to state this in New York. There is no time to waste in addressing the humanitarian catastrophe in Gaza. I know that you and Hamish Falconer have worked to keep channels open to many allies, in Europe, in the region and around the world. I have been critical in the past over delay to UK actions but the urgent needs of those in Gaza are much more important than party differences. While Parliament is in recess, my party and I offer you our support for all efforts to address the terrible suffering in Gaza.
