Ein Staat leistet es sich Menschen an der Waffe auszubilden (zum töten im schlimmsten Fall) und sie zu bezahlen diese zu benutzen.

in den usa sieht man grad wie schnell polizei-apperate freidrehen. da es keine wirkliche interne soziale kontrolle gibt, können die paar größten arschlöcher innerhalb der polizei die grenze des machbaren ganz leicht leicht verschieben
