This is why the continuing resolution CR is dangerous: If a sequestration is ordered by the President, it would legally cancel funding for any program for any reason, without needing Congressional approval.
This shows a section of the continuing resolution that states, "If a sequestration is ordered by the President, under section 254 of the Balanced Budget and Emergency Deficit Control Act of 1985, the spending, expenditure, or operating plan required by this section shall reflect such sequestration." It also has a quote that says, "This means Trump/Musk could legally cancel funding for any program for any reason."
