I think the problem of technologists is that they themselves don't understand the magnitude and direction of impact they can generate. And secondly, I don't think they are in the position to wield guardianship over societal understanding and morality. They just happen to work on the tools that do.
We, as technologists, have got to stop humoring the tendency of non-tech muggles to foist their inability to resolve social value clashes onto tech design.

One of the things that makes bsky hard to explain to people (and this is similar to the concepts in Beaker Browser):
Centralized social media platforms and web2.0 conditioned people into expecting that clients are wedded to backend data stores.
Protocols/portable formats disappeared, as concepts.
we’re trying to bring social media back closer to how the web itself works. make social accounts more like websites or blogs. you can’t control if someone goes and puts up a blog, but you can remove them from your RSS feed. labels necessary because interaction model of modern social is more complex

How should a decentralised network like Bluesky tackle the problem of what is acceptable or not to write?

Some things are clearly immoral, e.g. racism.

Others are more blurred, e.g. propaganda, politics.

Further, what type of authority should there be to exert top-down control, if any?

A social media app is usually best before mass adoption is reached. It retains a sense of community, it's more personal, and features are optimised for user experience.
But, a social media app at it's best will inevitably reach mass adoption and lose it's luster.
Is this tension solvable?
